I'm pretty sure that lv is not a standard Linux/Unix command. Are you talking about the Multilingual File viewer? If so, then take a look at the documentation for that program: http://www.ff.iij4u.or.jp/~nrt/lv/.

If you are wondering if ther is a difference between uppercase and lowercase letters, then the answer is yes. Uppercase l option does not do anything.

I didn't find a command line option for "-L", but the command line option for "-l" is used to make regexp-searches ignore case, which is actually the default action (according to their site).

If you are not referring to this program, then please specify, as I could not find another program you could be referring to.

The "L" option is related to units described in bytes (kilo, Mega, etc).
The "l" option is related to an unit named "extents", a lvm2 unit. Several commands can describe free and allocated space in "extends", which is always an integer value.
