Limiting the global max cpu %

I am currently using cpulimit to limit the % used by each process, but in a scenario where multiple process could stack up like php a software that can limit the global max cpu usage to like 90% would be nice, do you know anything for this job?

You may be able to use /etc/security/limits.conf.

I don't think you can do it the way you want.
You could use limits.conf and 'nice' all php stuff (or by php owner) down a level or 3
The problem with a percentage is that its too dynamic; it would require too much overhead on the system.
