That's the way it's supposed to work.

Really? kmail doesn't work like that for me. If I have already downloaded an email, and left it on the server, if I then ask kmail to "Check Mail", it does, and says "No new Messages".
So there must be a way of doing what MGorsky22 wants.
If it helps, I once had kmail get itself into a complete mess, I forget the exact problem, but the solution was to:
Stop kmail
Find where your
mail directory is (it depends on distro: sometimes
~/Mail or
~/.Mail or, for (k)ubuntu it's
~/.kde/share/apps/kmail/mail)
In that
mail directory you'll see directories corresponding to your mailboxes.
You'll also see a lot of "hidden" files that begin with a "dot". They have names like
.inbox.index and
.inbox.index.ids and
.inbox.index.sorted
Delete all these
.someting.index files. Do not delete your mailbox
directories as these have your emails in them!
Now restart kmail. It will start slowly (may take minutes if you have 10000's of emails) because kmail is re-indexing all your mail.
After that it has worked perfectly ever since.
