Well, if you've got Ubuntu already, while it's not OFFICIALLY supported, I'd add the neon repos and just

apt install neon-desktop
when prompted switch from whatever the DM is that base Ubuntu uses (I assume gdm3 but not sure of that) to SDDM then reboot and remove the Ubuntu stuff. That's me. I don't have an Intel NUC, but I do use Neon, and I've never had issues with Neon live environment failing to boot on a heavily Intel-based system.
Is this expected? Or is there something wrong with my USB content? At the moment, I have Ubuntu 20.04 with KDE Plasma on the partition.
It is expected that the installer asks questions, yes. Since KDE Neon is based on Ubuntu, it probably uses the Ubuntu installer. I would go to the Ubuntu web site and look for installation instructions.
On the other hand, what Linux distro is currently installed, and why you install Neon instead of your current distro?

Hi Tim, thanks for the prompt feedback. I forgot to mention, I am new to Linux, after 30+ years on windows.
1) I have no idea what is DM
2) I want afresh install
3) I want to use my entire risk, no more dual boot, Just Linux

When installed Ubuntu 20.04 two months ago, it started with GUI, no black screen and gave me two options, try or install?
I am after a new clean installation of KDE Neon, using the entire Disk, no dual boot.
I tried this with an ISO file that I used to install a virtual machine.
You boot from the DVD (or other medium). The installer first checks the medium, a process that you can interrupt with control-C.
You get a desktop with a single item, Install.
The installer asks about language, location, keyboard, disk partitioning (you want to select the option Erase disk and use default partitioning), a user account.
That's it.
You talk about many prompts and questions. Which are the ones that you can't answer?

I will say again
I start the machine with a bootable USB stick, on it I have the release version of KDE neon.
It starts with black screen and lots of questions which I have understanding and I keep hitting enter....

Since you don't list the questions you are getting when you try to install KDE Neon, I will hazard a guess that your USB boot installer has an error.
Try formatting it and remaking the KDE Neon installer using their image, https://neon.kde.org/download
