ioctl(SIOCGIFCONF) returns only loopback interface info

Hi,

I wrote a program to get the list of registered network interfaces. This uses a struct ifconf and the ioctl(SIOCGIFCONF) to get that list. This program runs during 'init' scripts. First I installed the ethernet and wifi drivers and then the program ran. I also tried to ifup the network interfaces before the program execute. But only the loopback interface was gotten. Why is it occurring? How can I solve it?
