You can install with
dpkg -i package.deb. But I don't think it does dependency resolution. But you should be able to find out the dependencies by doing a
dpkg --info package.deb. Don't hold me to that, I could be wrong...
I guess the other option would be to take that file and create an apt repository on your hard drive, specifying the appropriate dependencies. I've never done this, but at the bottom of
this page is a quick howto for setting one up.
