I was wondering what is the best, free, web based, knowledge base available


I'm looking for a decent knowledge base to keep track of my white papers at home and at work. I found a project called knowledge base publisher which is just about perfect, however I haven't heard of it before, nor can I find any reviews on it. I get apprehensive about porting data to it and later on finding errors with it. It also doesn't make it easy to import/export categories/white papers, etc. so it would be hard to get off later if I find something else. The ideal system would have a clean quick interface, with import/export ability to XML or a comma-delimited file (CDF). The ability to merge data so people could add their tips into a shared repository and an access control list.
