How to update IPCop?

Can someone teach me how to update my IPCop from 1.4.10 to 1.4.11? I am also having difficulty on firewall rules. By default IPCop opens all ports and connection from green to red. Eventhough you banned the mac address from the squid proxy, you can still ping www.yahoo.com or even use telnet, ssh and other services. Is it possible to just open only few ports for typical users (80, 25,110,143) and provide administrators full access to the red interface (all ports will be opened)? I've been trying to research on this thing but can't find any answers. I also tried BOT but it's just too complicated. Sometimes its working and sometimes its not.
