how to tag sub programs

hi all

i just wanted to know how to tag for subfunctions or sub programs in main program.

for ex if i have main.c program
and a sub program gsm.c ---- how to link gsm.c to main.c file

i have used ctags -r but later in my program am not able to use ctrl+] command to go for respective functions.

can any one help

what kind of OS you have?
I read this man page and ctags -a will append tags and ctags -R will do recursive search, but there is no ctags -r.
