Booting Linux from a floppy drive isn't always easy. There are two files that Linux looks at to boot: a kernel file (vmlinuz) and an initial ramdisk image (initrd.img). With the newer Fedora distributions, you can probably get vmlinuz onto a floppy, but initrd.img is too big. What you could consider is trying to make a GRUB bootdisk and put the kernel/ramdisk images somewhere on your computer.
It's not entirely straightforward to me why you would want to boot from a floppy in the first place. If you want a bootdisk because you're trying to install Fedora and your computer won't boot from a CD, then I'd recommend checking out this webpage for instructions for installing from an internet connection:

If you're trying to "play" with Linux without sacrificing hard drive space or altering your Windows partition, then I would recommend Knoppix or some other "live" distribution. These can be booted from the CD (or sometimes a USB key) and require no installation.
