How the bash reset in a shortcut of bind not working

Did you check the bind command line options in your BASH man page? (It is under SHELL BUILTIN COMMANDS.) I am not sure how often anythign changes there, but almost certainly your version and mine will differ in version number.
You might also check some of the HOW-TO pages about bind.
I find that only things that can be actually typed (which includes all function keys and some meta key combinations, but not all) will work properly. Use CTRL-V and the key sequence to view the codes. I find that on my setup ALT-0 does not output a code that can be used by bind.
Why do you want to bind that particular sequence to that particular code? Will something else work as well?
