How do I install apt-get without package program or devel tools?

I have linux running on an embedded 386-type board, it is an extreme minimal ubuntu/debian style linux. It is on a compact-flash card. It does not have apt-get, and it does not have any compiling tools.

How can I get apt-get installed onto it?

Thanks.
