How do i set default menu, key and init configurations.So every user can use this configurations.Is it possible to set under /etc directory? sach as /etc/fluxbox/{menu,key,init}

If they exist in /etc then yes, otherwise you can put your default settings (for any app) in /etc/skel and that will get copied to each new home directory as a user is created.
