greetings card creation using gimp(?)

i have a number of photgraphs i wish to use as the basis of xmas cards, im looking to place some sort of xmas-style border around these photo's, having searched through the gimp and its plugins i cant find anything which does this-have i missed it or am i looking to use another software tooll?

so i guess im looking to be able to:
1. get a border template
2. place the pic within that border
3. print the resulting as a card

can anyone point me in the right direction

Basically you're just looking at using two layers ...
Make an empty pic that's slightly bigger than the
photo. Center the photo on it. Create a second
layer (transparent) and slap the frame you found
onto it. Print it.
