You can download them here:

ftp://ftp.gimp.org/pub/gimp/help/

There's a text file in the tarball, "INSTALL," that gives instructions.

Thanks for the clarification!

I read the install file first but was hoping that I just needed the gimp-help file in the correct directory for it to work. It seems like it would not have to be an executive file but live and learn.

HOW did you install The Gimp ?
is it the default install that came with this unknown distro ?
and is it Gimp 2.6 or 2.8
or ( if rhel5 gimp 2.4 )

if the default that came with the OS then use your package manager to install the "help" files

but the "help" files will only tell you what a button is
not how to use it

offilne makes it much harder

for 2.6
gimp-help-2.6.0-html-en.tar.bz2

the help files go in
/usr/share/gimp/2.0/
/usr/share/gimp/2.0/help
you need to be root to do that

please read the INSTALL and README files in the tarball

the "gimp-help-2.6.1.tar.bz2"
needs to be built
for that you NEED the gimp-dev or gimp-devel installed
