Well the program mite be free but you mite have to pay for the service.
I did a google search and found some cool info check it out.

I've also seen that gnomemeeting can do pc to phone, but not free.

I mean, is there free software plus free service to do this?

I remember some years back, we had used a windows computer to call home, with a program, and I beleieve it was free.

To call a landline phone from a PC, you'd need to be using some companies lines at some point to do that and they don't provide that for free so I doubt you'll be finding a free service for this. If you do, the company running it will be losing money...
