You expect an answer right away ? Let me guess, it is urgent.

I have no idea how to convert from one region to another (not possible), and I'm not sure why this would be needed. However, you can rip the VOB (vobcopy), then use some other program (dvdauthor) to put it back together and then burn it ... or maybe k3b can do it all.

Welcome to LQ. .. ..

Standard answering time is say 36 hours. Be patient, please.

Besides that, I think it's against the licensing of commercial DVDs
to change anything. I.e. illegal to change e.g. the region.
Please read the LQ rules. http://www.linuxquestions.org/linux/rules.html

You have already been pointed to the LQ rules. I am not sure about that and probably others think that there might be legal restrictions to what you are trying to achieve. Therefore, I suggest to wait for mod approval before we continue with this issue.

I don't have any issues with dvd regions as I have unlocked all my dvd players ... some places sell them already unlocked, but if not, it is easy to unlock them (make them region-free).

That's very odd. Since when do home movies come with region settings on them? I've never heard of such a thing. None that I've ever seen came with regions settings. Very very strange.

Probably since the begin of DVD movie releases.
Reason : The recording / film companies want to decide if the
movie is released first in e.g. North America.
And then, as an example, a month later in Europe and next Asia.

Well, technically, if you record the DVD, it will NOT have a region code. Only commercial movies have region codes. So, a "home movie" will NOT have a region code.

MPlayer or VLC have played everything I've thrown at them so far. Even a Disney movie I bought off ebay from Australia. Different region and encoding there.

@knudfl We may have a linguistic confusion here. For this English speaker at least, "home movies" means movies made at home at not commercial movies viewed at home. If I'm correct then as Texmex has pointed out there is not region code on these amateur productions. I stick by my original feeling of strangeness.

I've always thought home movies were the ones recorded at home of family and friends, birthdays, anniversaries..........

Back to the OP's problem: I'm wondering if he's thinking about the PAL vs. NTSC issue and got that confused with the region issue.
