DHCP Question

If I have a DHCP running, how will I know what IPs are active? I mean how will I know what IP addresses are already given by the DHCP server?

/var/lib/dhcp/dhcpd.leases, but some I think log to /etc/dhcpd.leases which doesn't make sense to me. It isn't a configuration file that belongs in /etc, the data varies live which makes me believe it should be in /var
