CLOSING: Issue has changed.

Ever since I got a new router the other day, my Cygwin-based SSH server broke.

However, those files DO exist.
I've tried generating the keys with:

ssh-keygen -A
ssh-keygen -t dsa -N "" -f /etc/sh_host_dsa_key
/usr/bin/ssh-keygen -A
ssh-host-config
Along with giving full control to ONLY the logged in account, or ONLY another account on the system, or ONLY "SYSTEM" in-case it was a permissions error.
I'm at a loss, as all the Googled solutions don't work. The only other thing I can thing of is just uninstall and reinstall Cygwin, but I'd like to avoid that given how huge the program is.
Any ideas?
