Create order of ports that will be exposed in docker

Is this possible? Like in a docker compose file to have a weight on which port that needs to be exposed first? Or delay exposing the ports once the container is up?

The main goal is to have 2 ports exposed. One port should be exposed first in like a few seconds before the other. Is that ever possible? The reason for this is to give time for the apps to bring up and not simultaneously being exposed. The other port is for monitoring purpose only.

still do not understand. exposing means only the ports are reachable from outside. The availability of the port depends on the application. I mean without a listener (App) the port is not opened and cannot be "contacted" from anywhere.
