Arrow Controlling CPU usage & memory usage


Hi Friends

I am having a Redhat Linux 8 server with 4GB RAM and 2 GHZ CPU Speed.
Users are running several testing programs on it.I just want to control
the CPU Speed such that no process could take the whole 95% of CPU and the max CPU usage should be set as 50%.

Please help.
