Question Configuring Vsfptd + Xinetd

Hi everyone,
I'm new in the forum.
I run RedHat 9.0 on my laptop and have a problem with vsfptd.
I'm trying to make vftpd accept connections via xinetd.
I have the vsftpd version 1.1.3-8 installed.
My network card has address 192.168.1.1.
It does not work when I try this: ftp 192.168.1.1:21
I get this error response: " Temporary failure in name resolution "
This is my configuration:

--------------------------------------------
/etc/vsftpd/vsftpd.conf

# I set this line to go under xinetd

listen=NO
---------------------------------------------

/etc/xinetd.conf

defaults
{
instances = 10
log_type = SYSLOG authpriv
log_on_success = HOST PID
log_on_failure = HOST
cps = 25 30

}

includedir /etc/xinetd.d

-------------------------------------------------

/etc/xinetd.d/vsftpd

service ftp

{
disable = no
socket_type = stream
wait = no
user = root
server = /usr/sbin/vsftpd
only_from = 192.168.1.1
per_source = 5
access_times = 10:00-15:00 16:00-19:30

}

Can anyone give me a hint ?
I thank you all you for the attention.

Bye
