Bugzilla Authentication via Apache Problem

Bugzilla 4 says that you can use the "ENV" setting and at a minimum email variable to allow apache to pass it's authentication credentials for someone to log in. However the bugzilla interface demands an email address and the apache password function doesn't allow for it. How is this authentication action reconciled?

apache22, bugzilla
