Best way to schedule commands based on calendar (CalDAV) events?

I'd need to schedule commands based on calendar events (specifically from a CalDAV server) - similarly to cron jobs. A command should simply execute at the start time of each event, with the event title available to the command (eg. as an argument).

I previously did this via IFTT, but I'd need a selfhosted/local solution. I was surprised that there seemingly are no common tools for this. There are a lot of command-line tools that can display or edit calendars, make notifications, but not to act on the events.
