Apache problems with html files

I'm trying to help troubleshoot a RH ES 4 server running Apache 2 that is having trouble serving up html pages. PHP pages load in a browser just fine, but when you type in a link to an html page, a dialog box pops up asking if you'd like to open the file with the browser or save it to disk, almost as if you're downloading the file instead of just trying to view it.

Fixed. There was a .htaccess file that was telling Apache to parse html wrong. Since AllowOverride was set to ALL it was overriding the httpd.conf file.
