--aid Add suggested packages to the transaction set when needed.
$ cd /media/RHEL5.1\ x86_64\ DVD/Server/
$ rpm -ivh hwbrowser-<version>-noarch.rpm --aid
The output still indicates that the pyparted is needed, installation aborted.
I thought that the --aid will help to solve the dependency issue. Do I misunderstand something?
Is there a way to solve dependency issue for RHEL, like YaST for SuSE?
Install apt4rpm. It's a port of the Debian apt-get system of software management and dependency resolution to the rpm format. You must edit /etc/apt/sources.list to add the proper repositories for your rpm-based distro. After that, apt-get takes care of resolving dependencies.
I cannot find any packages that are NOT installed via system-config-packages. Is it because my Red Hat is not registered with RHN?

Yep. Centos is RHEL with the logos removed. It is binary compatible with RHEL. You can use their repositories instead of RH's. Centos is free to download. www.centos.org
