Unable to label individual panes in tmux

I can make a window with two panes quite easily:

tmux new-session -s lq;
tmux split-window -t lq -h;

However, when it comes to labeling them individually, everything seems to apply to both panes in the same window:

Code:

tmux set-option -t lq:0.0 pane-border-format "one";
tmux set-option -t lq:0.1 pane-border-format "two";

How do I get separate labels for the separate panes?

This problem is in both tmux from base in OpenBSD-6.6-beta and in tmux 2.3-4 on Devuan Ascii.

Thanks. It might be. I'll try a few things and see which way will be with the least scripting involved.
