A default Linux installation tries to be a balanced system, capable of giving good performance for all type of workloads.
Typically an Oracle server only runs Oracle, and so it doesn't need to be good for types of workloads, rather, you want it to be great for the single Oracle workload it is doing.
This is why we tune. Because in this instance we know exactly what the workload will be and thus we can better tune the system for that workload.
both Oracle and Red Hat provide guides on how to apply tuning for your version of (supported) Linux OS. I would recommend you follow those.
