Well, I figured out the problem.

The problem was the server, although across town, is on the same network as me. This I was not told going into this project. So I could have tested apache until I was blue in the face and it was never going to work. I was putting an external address when I should have been putting an internal one. Just by chance I happened to pay attention to the output when I logged in and realized what 'ip' I was logging in from.

Yay. A day wasted. Oh well, on to web design/development now.
