Recognize %3F as '?' and so on


I've got some backlinks coming to me now that seem to be doing some sort of urlencoding of the entire link. So the request which should look like
Code:
/mypage.php?query=somequery
is being encoded as
Code:
/mypage.php%3Fquery%3Dsomequery
and of course Apache throws a 404 error. I'm sure there's an easy way to deal with this (mod_rewrite probably, but I can never figure out how to work it).
