You don't show us the relevant parts of your pure-ftpd configuration, so it's hard to know. Which tutorial did you follow on setting this up?

While that tutorial is for RHEL/CentOS, the steps are valid (aside from those for installation using YUM, which you've ostensibly already performed). It looks as if you've not completed configuration of things.
As an aside, I'd strongly recommend *NEVER* using FTP...SFTP and SCP can perform essentially the same functions, but are much more secure.
