mdadm create,, raid array is not clean

I do
mdadm --create /dev/md1 --level=1 --raid-disks=2 missing /dev/sdb1

and I get

md1: raid array is not clean -- starting background reconstruction

Why is it not clean?
Should I be worried?

The HD is not new it has been used in before in a raid array but has been repartitionated.

I wouldn't worry about it. But then again, someone who knows better than I probably will tell you if you should be worried.

I don't think you should be worried about it, simply because I got this message after a power failure had one of our servers (at work) just turn off (ungracefully). After the RAID reconstruction, the array should be fine.

I'm guessing because mdadm sees the old raid data.
