init: /etc/init.conf: Configuration Directory deleted

Boot a CentOS 6.4 server to single user mode.
# cd /
# mv etc orig_etc
console shows:
init: /etc/init.conf: Configuration Directory deleted

I don't know what the above error msg mean.
# mv restored_etc etc
# init 3 to continue booting.
After entering user id (root), "password" does not show up, immediately jumps back up login:

I restored /etc/ directory from tape. try to see if i can use restored version. Can I? What is the proper procedure?

Reason to do this? to trouble shoot possible file corruption on current /etc/ directory.
Thanks.

need bootable media ready.
I boot box to CentOS 6.2 DVD. Go to Rescue mode and choose System prompt option to get #.
Rescue Linux mounts the root on mount-point /mnt/sysimage.
cd /mnt/sysimage to swap etc then reboot.
