What "tick rate" is this that you are referring to? Could you show us some system messages (log messages or something) or something that shows what the current tick rate is set at, and exactly what it is called?
Also, for your safety, even if your machine is behind a network or something, it's not necessary, and in some cases unwise, to post the IP and listening port of your server; we don't need that info to help in this case. We just need to know more about the tick rate.
A guess would be: you'll need to rebuild the kernel. What OS is running on this server?
