how can I open port 31000 in opengts server centos 6


I install server centos 6 opengts for gps but I can't open port 31000 DMTP ......this port used for send ping for modem FM2200 (GPS) TO SErver @ .......

Do you have anything in place that limits access to that port? IPTABLES, firewall, SELinux, ...?
