FTP Transfer Speeds Only 3-4MB/s

Is it normal for ftp transfers on the ff setup to have a speed of 3-4MB/s?

Server: ProFTPD 1.30a
P3-800 256RAM 10Gig seagate hddisk (dunno if 5.4k or 7.2k rpm)
lan card: rlt-8139

router:linksys bfsr41

client pc: P4-2.8ghz 768ram 40gig 7.2k rpm hddisk with sis900 on board lan.

Both running Slackware 11.0.

Same LAN or over internet? What else is going using the network? Need more info on your setup like router/nic/etc connection speeds so we don't have to do the leg work.

Did you try from another box and still have the same issue?
