"Fallback datasource" warning

After installing Ubuntu Server 23.10, the first boot got stuck at lines like these:

Is this normal?

Did you configure cloud-init? Or networking for the installation?

It seems cloud-init may attempt to reach out to a network location for configuration by default, so the message may just be the result of the OS not having a valid network connection upon boot.

I didn't configure cloud-init, no. I installed Ubuntu Server 23.10 with the default settings. The network connection was wired and reliable.
