display the client Internet speed on webserver


I have perl application on centos with apache. I want that when any client access my webserver, webserver display the internet bandwidth of the user.

so that client can able to check their available bandwidth on accessing web server and user can decide that server is slow or bandwidth is low.

Please guide if anybody have any solution for the same.

What do web sites that offer bandwidth checks in common?
All run as client side application.
Ponder the reasons why.
