I'm not sure what your first question is really asking. You can enable apache with the cgi-bin and such by installing it, in redhat & derivatives "yum install httpd" in debian and derivatives "apt-get install apache2". To answer you second question all you need to do is make sure userdir is on...

Code:
LoadModule userdir_module /usr/lib/apache2/modules/mod_userdir.so
then add these directives
Code:
UserDir public_html
UserDir disabled root
Restart the server and then going to your ip/~username will lead to the /home/username/public_html directory (eg put your files there)

Thank you

Let me explain further.Well the first is asking how to create an account.Example "Tom", when I create that account Tom, it is accessed in /home/Tom. In the directory Tom, it would have public_html, cgi-bin and all directories to enable tom to launch his website.better?

I'm not too versed in apache, can you be more specific?

Do I put the 3 lines in httpd.conf?

LoadModule userdir_module /usr/lib/apache2/modules/mod_userdir.so
UserDir public_html
UserDir disabled root

yes, but check the conf... they're likely already in there and just commented out.

/usr/local/apache/modules]

libphp5.so* mod_disable_suexec.so*
../ mod_auth_passthrough.so* mod_frontpage.so*
httpd.exp mod_bwlimited.so* mod_suphp.so*
