Count Outgoing mails

Hi Everybody

I have a requirement on my mail server to count every outgoing mail coming from specified applications running on our servers. The objective is to create a threshold value so that at most 60 mails can be sent every minute from our mail server & when the threshold value reaches it should stop sending mails for a minute.

Please help in creating the script for counting the mails which will be running continuously in the background.

I am using Sendmail Server.
