Apache - can I block some options in htaccess?


Hello
I have apache2.2.3.
I have some users who want to have access to .htaccess
But for security reasons I would like to block some statements/options.

For example I'd like to set
Options SymLinksIfOwnerMatch
and block
Options FollowSymLinks

Can I configure some options globally in way that .htaccess can't overwrite them?
