Allow foreign clients to connect to mysql server howto

Hi

I do have an exclusive MySQL server running on FC4.Couple of our foreign programmers should need to connect these mysql for their manipulation. The real situation as follows

Mysql server -- mysqlserver.test.com (Located in US)

Client connect command -- mysql -h mysqlserver.test.com -u root -p. (Located in IN,UAE)

They need to connect through terminal not using phpmyadmin. So my question is what are the configuration changes should be made in the mysql server to made this a reality

On the server, you'll need to use the info here: http://dev.mysql.com/doc/refman/5.0/en/grant.html
Do not set them up as root unless they are DBAs, not programmers!
