Add path to PHP, ubuntu 14.04 not working

Seems like such a simple thing, but I am moving over to some new servers, these are running Ubuntu 14.04. Apache, PHP is installed, and when I hit a webpage I get an error with a requirement missing

Fatal error: require_once(): Failed opening required 'com/log4php/Logger.php' (include_path='.:/usr/share/php:/usr/share/pear') in /websites/test1/index.php on line 22

Now, I checked via a phpinfo page that says loaded config file - /etc/php5/apache2/php.ini

I looked and edited that file under the unix section;
; UNIX: "/path1:/path2"
include_path = ".:/usr/share/php:/websites/includes"

But as you can see the error is not showing the added path. I tried putting just a plain include_path="xxx" and after restarting apache, still get the same error with the same path so it's looking like it's really not using that config file.

Any ideas or help is appreciated.

Hey Lance,

It would seem you have a log4 daemon running somewhere on the instance. It's an apache logging service that utilizes "logger.php" (or at least that would be my guess).
