The meaning of the question is far from clear. But for almost any plausible meaning of that question, the answer would be yes.
For most plausible meanings of the question, even the reverse would be true: A 32 bit server can support 64 bit clients. But there are some possible meanings of the question for which a 64 bit server can support 32 bit clients and not vice versa.
It rather depends on what dinakumar12 defines as a server and a client.

When he is talking about virtual machines, then he should refer to host and guest. Not client and server. Normally a 64-bit guest cannot run on a 32-bit host, although I think I read somewhere that even that is possible if the hardware is 64-bit compatible.
