Unhappy Permissions

I have two questions.

I'm confused about permissions. I read various docs on it but I still don't get it.
I want users logging into my ftp site to be able to send files and overwrite files. But I don't want them making directories.

Second, I'm using proftp. I currently have my users log into a
/usr/ftp/pub directory. I would like their home directory to be a subdirectory under pub based on their username and automatically create two sub directories under this called upload and download

/usr/ftp/pub/<username>/upload
/usr/ftp/pub/<username</download

I thought I could specify /usr/ftp/pub/%U but that only makes a directory %U

I thought there was a way to do this, but I can't locate the info on the proftpd.org website. Anyone seen this?

Thanks
