If you do "rpm -q --queryformat "%{NAME}-%{VERSION}-%{RELEASE}\n" -g "Development/Libraries"" on an RHEL/RHL/FC/SuSE(?) box you'd get all installed libraries version+release tags. If you're looking for specific *patch* tags then you would have to rely on a string in the changelog for example: "rpm -q --changelog vim-minimal | grep patch | head -1". And unless you check /usr/src/doc/.*/Changelogs I can't think of any other ways to find a specific patch info.
