monitor events

hi,
I need to moniter some events in my system (Redhat EL4 )
kernel 2.6.
Though I can check log mesages its not enough. I want to send some waring messges to admin when an event happens like mounting a file system or plugging a USB device etc. The program should intercept that events real time and send alerts. Anybody have idea about such program or some hel in coding?
thanks in ADV
