Is it possible to change when Linux ask for a password indication


Like if I want to download an an image or song off a browser can I make it require the root password to be entered to start the download or even make it ask for the password to start up the browser. (not just those specifically they're examples.)

You can do something like that for programs that use an external authentication system. For example, if a program uses pam, you can write a pam configuration file for it that specifies what counts as successful authentication. Similarly if it uses polkit, you can write a polkit file that sets out who can perform certain operations.

Other than that, you'd have to change the actual program code which is hardly practical.

1. technically, when you look at a picture in your browser, you have already downloaded it.
same for other media of course.

a feature like that would have to be integrated in your browser (because only it could make the distinction), and even then it wouldn't be "real", because 1.
