All web pages on this topic says to
initialize SQUID ssl_db directory by /usr/lib/squid/ssl_crtd -c -s /var/lib/ssl_db
but so such file is present
Can anyone please tell me how to redirect the 443 traffic through transparent squid.

Short answer: You can't do that.
Longer answer: One of the main reasons for using HTTPS is to prevent man-in-the-middle attacks. And while this isn't the intention, a transparent proxy functions exactly like a man-in-the-middle attack.
