how can you assign a password to a new user

I have created a new user from root, but how can I add a passwd for this user. I understand passwd will change a password once the user is logged in but I can't login with new user beacuse there is no password.

From reading it appears /etc/passwd holds passwords but how do I edit. Ia m using RedHat 6 and I am a newbe to the Linux World.
